The cannabinoid concentration can be of active cannabinoids, but not psychoactive ones, like CBD. This means that they have an effect on humans, although it is not a 'high', so it can be considered 'soft marijuana'. The other option is when the cannabis strain has psychoactive cannabinoids, in that case, the more it has, the greater the 'high' it can produce.
